CROSSEU Policy Brief under way: Climate Change

As the CROSSEU project progresses, its research findings are being translated into practical outputs that support evidence-informed climate action across Europe. One of these outputs is a series of policy briefs designed to share key insights and recommendations with policymakers and stakeholders. The upcoming brief, currently in its final development stage and undergoing design, focuses on climate change impacts and sectoral policy responses across Europe.
The CROSSEU policy brief brings together evidence from document analysis and expert interviews in the case studies. It shows how climate change is already reshaping sectoral policies across Europe. The brief highlights that current responses remain uneven and fragmented. At the same time, climate impacts increasingly cut across governance levels and policy domains. Effective action must bring together mitigation, adaptation, and social equity considerations rather than treating them separately.
The policy brief is primarily relevant for EU and national policymakers, regional and local authorities as well as stakeholders working in agriculture, forestry, energy, health, water management, transport, finance, tourism, insurance, and social policy. It outlines key priorities including stronger cross-sectoral governance, investment in resilience-building measures, and greater attention to vulnerable groups. The expected impact is to support better-targeted investments and strengthen the real-world implementation of climate measures.
This is closely linked to CROSSEU’s objectives of advancing evidence-based climate policy for the promotion of stronger resilience across Europe. The findings build strongly on expert input and case study experience, including the importance of local communication and community involvement. By connecting research evidence with policy needs, the brief contributes directly to learning, dialogue, and action across sectors and regions.
